SONCAP program was introduced by the Federal Government of Nigeria to address the concern of unsafe products entering the country and to protect the health and safety of Nigerian consumers. In order to clear their goods in Nigeria, importers are required to have the following documents for every consignment of regulated products:

  • · Product Certificate (PC), either unregistered, registered or licensed
  • · SONCAP Certificate (SC)

All products, other than those listed below, are regulated under the SONCAP program. The exempted products are:

  • · Food products
  • · Medicines
  • · Medical products other than equipment and machines
  • · Chemical products used as raw materials by bonafide manufacturers
  • · Military wares & equipment
  • · Goods classified as contraband by the Federal Government of Nigeria
  • · Used products other than automobiles

· Machinery (or related spare parts) destined for use by bonafide manufacturers* who intend to use this for their own manufacturing purposes. They are advised to apply to the SON for a SONCAP import permit.

SONCAP will enhance the protection of the Nigerian consumer from unsafe and sub-standard products. In addition, it will help Nigerian manufacturers to compete on a level playing field with imports since it will help prevent the import of products which are often cheaper due to their non compliance with safety standards.

The SONCAP has been in a voluntary transition period since 01 March 2005. From 01 September 2005 SONCAP has become mandatory for products within its scope.


The SONCAP has to be enforced by the SON Enforcement Unit. The presentation of SONCAP Certification, which consists of a Product Certificate and a SONCAP Certificate will be the means through which the SONCAP will be enforced. Both of these items are mandatory clearance documents for Regulated Products in addition to any PSI documentation.

Nigeria requires all regulated products imported into the country to be assessed and to conform to the requirements of the Standards Organization of Nigeria Conformity Assessment Program (SONCAP). Under SONCAP, all regulated products intended for import must undergo a PCA in their country of origin.
Compliance with requirements is confirmed by the issuance of:

  • A Product Certificate (Unregistered) for Route A, per shipment and valid for six months
  • A Product Certificate (Registered) for Ro

A SONCAP Certificate (SC) is issued for each shipment of the goods covered by the Product Certificates, and this is required for customs clearance.

The Federal Government of Nigeria introduced the Standards Organisation of Nigeria Conformity Assessment Programme or SONCAP for short in order to address the number of unsafe products entering the country and the subsequent risks to public health and safety.

Under this programme, importers of a wide range of goods must obtain two certificates in order to operate:

  1. Product Certificate (PC), either unregistered, registered or licensed
  2. SONCAP Certificate (SC)

In 2013, we were appointed by the Standards Organisation of Nigeria (SON) to issue these certificates. Our mandate allows us to accompany exporters and importers throughout the conformity assessment process, and assist them in obtaining the necessary Product and SONCAP Certificates.

Nigeria Conformity Assessment Process

Cotecna is a trusted partner to the Nigerian government. Our mandate covers the physical inspection, sampling and testing of goods at laboratories accredited as per ISO 17025.

To assess the conformity of a shipment, the verification of conformity process will follow one of the three levels of compliance, named “routes”. The choice of the route depends on the profile of the exporter. These are:

 

  • Route A for exporters with infrequent shipments (unregistered & unlicensed products)
  • Route B for exporters with regular shipments (registered products)
  • Route C for manufacturers with regular and high-volume shipments (licensed products)
SONCAP Exempted Products
